Does anyone know how the sector maps used by T20 are created and look so good? I want to have some maps like that, but for my own generated sectors.
What kind of software is used?

If I remember correctly the maps were produced by using data from Gal v2.4 and feeding it into CC2Pro by way of GAL2CC. To see what unedited output looks like take a look at my site. Note you need to CC2 for this to work.
